It doesn't mean chains are broken today, but the distance between theory and threat just got shorter. Privacy and post-quantum upgrades move from science project to maintenance.

3 Senate Republicans released a revised Clarity Act requiring non-decentralized DeFi protocols to register with the CFTC, with a vote set for Sept 15.
Washington is drawing the line between DeFi and fintech in a suit. Protocols that pretend to be decentralized but aren't will need to register, while truly ownerless code gets a pass. It's clarity with a compliance bill attached. The ethics section Democrats wanted is still missing, so the fight isn't over.
If the cloture vote passes, DeFi teams should assess registration before year-end. A failed vote kicks the can but keeps the uncertainty premium on the sector.
